Each State and Territory can designate a CERT Coordinator that helps administer the CERT program. The State/Territory coordinator helps vet and approve CERT Program Registration and shares communication and CERT guidance.

Each FEMA Region has a preparedness division that supports the CERT program at a regional level. FEMA CERT Coordinators are usually a Community Preparedness Officer and/or a Regional Preparedness Liaison. Local CERT programs should work with their State or Territory CERT Coordinators first and should contact their FEMA CERT Coordinator if their State or Territory CERT Coordinator is not available or cannot assist. State and Territory CERT Coordinators are encouraged to contact their FEMA CERT Coordinator as needed.
