Leadership
The NCA Leadership Team consists of volunteers serving in the following roles:
| Samantha Royster, President |
Position Responsibilities: The President shall guide the proceedings of the organization and meetings, and may speak in debate on all issues. The President shall communicate regularly with the membership via email and quarterly membership outreach. The President serves as a non-voting ex officio member of the FSTI Board of Directors.
| Frances Whalen, Vice President |
Position Responsibilities: The Vice President shall perform the duties of the President in the absence or inability of the President to carry out their duties and will support the Leadership Board with any other duties assigned by the President or the Leadership Board. The Vice President shall focus on membership growth opportunities and engage with members to maximize the value of their membership.
| Al Thomsen, Secretary |
Position Responsibilities: The Secretary shall support the organization's leadership, ensuring effective communication, record-keeping, and document management for meetings, records, and keeps minutes of meetings, and shall perform other duties as determined by the Leadership Board.
| Joe Sciandra, Finance Officer |
Position Responsibilities: The Finance Officer shall be the primary liaison and promptly inform the FSTI Chief Financial Officer of all financial transactions carried out by or on behalf of the NCA. All expenditures, whether for the purpose of paying bills or for making purchases, shall be made only after the approval by the Finance Officer as directed by the Leadership Board and FSTI Chief Financial Officer in accordance with established policy and procedures.

Position Responsibilities: Acts as Conference co-chair with local representatives when conference is in their region, recruits members from their region, and forges relationships with State Coordinators in their region (FEMA Regions 1, 2, 3, and 4).
- FEMA Region 1: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont
- FEMA Region 2: New Jersey, New York, Puerto Rico, Virgin Islands
- FEMA Region 3: Delaware, Maryland, Pennsylvania, Virginia, District of Columbia, West Virginia
- FEMA Region 4: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee
| Tina Brown, Central Region Director |

| Brenda Emrick, Western Region Director |
Position Responsibilities: Acts as Conference co-chair with local representatives when conference is in their region, recruits members from their region, and forges relationships with State Coordinators in their region (FEMA Regions 8, 9, and 10).
- FEMA Region 8: Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming
- FEMA Region 9: Arizona, California, Hawaii, Nevada, Guam, American Samoa, Commonwealth of Northern Mariana Islands, Republic of Marshall Islands, Federated States of Micronesia
- FEMA Region 10: Alaska, Idaho, Oregon, Washington
| Vacant, Tribal Nations Director |
Tribal Nations Director is one of the four (4) Directors elected from their respective regions or Tribal Nations. The Tribal Nations Director fosters relationships with the various Tribal Nations with the United States, its territories, and possessions, and represents their interests in NCA matters.
| Carie Chouinard, Events Director |
Position Responsibilities: The Events Director will be responsible for oversight and planning of all NCA events including all meetings, forums, and gatherings of NCA members or events hosted by NCA for outreach purposes and will work closely with the host committee for the National Conference.
| Denise School, Marketing & Communications Director |
Position Responsibilities: The Marketing & Communications Director manages all external messaging and programs related to the marketing of the NCA, its projects, and events.
| David McEnery, Resource Library Director |
Position Responsibilities: The Resource Library Director manages the Resource Library which includes information and documents to help start and maintain CERT programs in their communities, with a focus on best practices, tools, and templates.
| Vacant, Social Media Director |
Position Responsibilities: The Social Media Director shall manage all aspects of the NCA presence on social media platforms.
| Brenda Emrick, Training Director |
Position Responsibilities: The Training Director coordinates all projects related to CERT training, guidance, and best practices, including CERT Basic Training, CERT Train-the-Trainer, CERT Program Manager, and CERT Master Instructor Trainer. The Training Director works closely with the Resource Library Director to vet materials for inclusion in the Resource Library and all training programs conducted at the National CERT Conference.
Position Responsibilities: Manages all business aspects of the NCA including financials, contracts, grant applications, sponsorships, etc.
