Leadership
The NCA Leadership Team consists volunteers serving in the following roles:
Samantha Royster, North Carolina Department of Public Safety Division of Emergency Management
Position Responsibilities: Manages and leads all projects related to the website and marketing the NCA and NCA projects/events.
Position Responsibilities: Manages all business aspects of the NCA including financials, contracts, grant applications, sponsorships, etc.
Carie Chouinard, City of San Diego Fire and Rescue Department
Position Responsibilities: Manages and leads all projects related to Legislative Affairs and Public Policy.

Position Responsibilities: Manages new and existing memberships.
Brenda Emrick
Position Responsibilities: Manages and leads all projects related to CERT Training guidance and best practices, including CERT Basic, CERT Program Manager, CERT Train-the-Trainer, and CERT Master Instructor.
Denise School, Chino Police Department
Position Responsibilities: Manages and leads all projects related to the website and marketing the NCA and NCA projects/events.
FEMA Observers
FEMA Preparedness staff at each FEMA region and FEMA HQ participate on the NCA Leadership team as non-voting observers. This ensures a strong partnership and synergy between the NCA and FEMA.
